Wait, so you're saying the instrument cluster gauge on the right is the % capacity of all propulsion systems?
That far right gauge is showing either the output from the battery(0-100%) or the charge going to the battery.

So if you floor it in electric only, that gauge should go to up 100% as all power is being used to go fast.

If you are coasting down a grade with a trailer behind you and max regen on, in E-Charge, you should see that needle dip downwards into Charge as the batteries are getting a lot of power to the batt.

The instrument cluster shows the battery at 25% load, but the uconnect shows I'm charging at 8kw. Seeing a lot of this when the ICE is running. What tives?

You have two electric motor/generators. One in the transmission and one on the front of the engine. They can both switch states rapidly. You can have scenarios where the P2 motor/generator is providing propulsion while the P1 motor/generator is charging.

While the Wrangler 4XE is mostly a parallel hybrid, it can also be a series hybrid. So there are times when the engine is running but propulsion is only coming from the P2 motor. The ILE clutch is open so the gas engine is only turning the P1 generator.
